    Armor Stands with arms is a Datapack for any version of Minecraft (1.13 and after (because the Datapacks fonctionnality was added in 1.13) so it gonna work in any version after 1.13) that allows to put arms to all Armor Stands only placed by player with the item "Armor Stand" and not all Armor Stands whos already exists before the Datapack or Armor Stands summoned by commands that not add arms to the Armor Stands.

    You can use the Texture Pack to change the texture of the item "Armor Stand" put it's just optionnal.
