Armor Stands with arms is a Datapack that allows to put arms to all Armor Stands only placed by player with the item armor_stand and not all Armor Stands whos already exists before the Datapack or Armor Stands summoned by commands that not add arms to the Armor Stands.
You can use the Texture Pack to change the texture of the item armor_stand put it's just optionnal
It's for any version of Minecraft (1.13 and after (because the Datapacks fonctionnality was added in 1.13) so it gonna work in any version after 1.13

Problem solved :
- Now, when you place an Armor Stand far behind another Armor Stand you've just installed, it will still have arms.
Changed Datapack version :
- Now Datapack version is min 1 to max 32.

Do you have some other Datapacks ?
It's supposed to work.
Good idea the resource pack. You can also use a CustomModelData on a spawn egg that spawns an armor stand with arms.
this link is a tutorial on custom models data (in French) but in 1.19.4 the custom models data changes and the tutorial is not up to date so it may not work
