It works fine for my server, but since max build height is 320 now, I think the cave sounds appear at a higher level than expected

Console shows it loading without errors, I've tried the resource pack both client and server side; no sound changes from vanilla whatsoever. :/

I am running Spigot but I can't imagine that would be a problem.

are audio datapacks such as this one available for multiplayer use? i know that you can put in the datapack file itself in the datapacks folder but what about the resource pack? will everyone need to have the resource pack enabled in their own client or what?

Everyone has to enable the resource pack individually. I guess alternatively you could add the resource pack to your server as a server resource pack, but users having to re-download it each time they connect would just add to the load time I think.
