With this datapack installed you will be played at 0 0 with the worldborder being 3 blocks. You can expand it by getting level, for every level you will be granted with 1 more block to explore in every direction. Have Fun Grinding.

Because they only spawn at least 24 Blocks away from you and I dont know if they can spawn outside of the border
