This datapack adds a flashlight to your game! (who would've guessed). To turn the flashlight on and off, right click with it in hand.

If you mean turning on the datapack, then press your command keybind, and write this
/datapack enableand press tab until you see something with 'Flashlights'. If no such text will appear, that means that the datapack is already enabled, or is not added to the world.If you don't know how to install a datapack, here they explain it: How to Install Minecraft Data Packs.

Also, it is possible to change the CustomModelData for the textures, but this would require changes in the resource pack and data pack. Using another item than a carrot on a stick is not possible, because there is no other item that has specific properties allowing for proper right-click detection.
