If your country isn't on the eligible list, then we can't guarantee that NVIDIA is able to send you the prize. If a member wins outside of the listed countries, I can ask if they can make it happen at that point and they can see whether it's possible but unless your country is on the list, it's unlikely. I can't ask them about every country on the chance someone might win. Their list is what they know they can reasonably ship the prize to without exorbitant customs / taxes and or issues with logistics of making it happen.
That said, I'd enter for fun if you have the time and creative idea and go from there.

What kind of building/structure/... do we have to build on the map?

Hi! I hate to be a bother, but I was wondering if you could build multiple things in multiple locations on the map? Also, is there a way to change the build height limit and if so is it allowed? Since it would be super fun to build on some of the mountains, but all of the good ones touch the build limit.

Yes, you can build in one or as many locations as you want.
We didn't discuss whether raising the height limit is allowed. Are you able to lower the entire map to allow building on the mountain(s) you're interested in? I personally don't think it's a major issue either way since we're mainly interested in seeing your creative abilities within Minecraft but I can see other participants viewing it as a unfair advantage? Are you using Minecraft 1.18 to raise it or a mod?

No, I haven't done anything to effect build height at all, but I was wondering if it was allowed. If I found out it wasn't but had already begun building something above it then I'd have to start over, which would be annoying, so I haven't done anything yet
I can only think of two ways that you could upgrade build height, those being to play it in a 1.18 snapshot or use a datapack, however the rules state that using a datapack isn't allowed so thats not an option.
I haven't tested what would happen if you played in a snapshot, though it'd probably work as intended and not change anything, just upgrading the build height, but Im not sure....as for lowering the map I have no idea.

I think, to be safe, stay within the provided height limit and either modify the mountain with world edit or adjust build concept. This is something that I would want to get more opinions on from the community prior to saying okay to. Given that the mountains are so grand, I do understand why you and others will likely find the height limit... limiting.
So for now, stick with limitations and I'll try to feel out whether this feels right to allow. Right now, just like you, I don't want you spending time building above the limit and finding out that it's going to DQ you / upset the rest of the participants.

You can use creative mode. Even world edit is allowed. We don't expect everyone to gather materials to create what's on their mind. We just want to see what you can build in Minecraft.

Hey, I am very eager to build something huge for this event, but I have two questions:
-how important is making the entry downloadable? I know it is not obligatory, but how would that impact my entry in the evaluation process?
-is a resourcepack that does not add new content (like Conquest) allowed in screenshots?

It's not important for this event to provide a downloadable. It is always important to take quality screenshots to present your build. We realize the starter map itself is over a 100MB and not everyone has a great connection to upload.
You can use custom resource packs for this event. Your build should speak for itself and the use of custom packs & shaders is pretty standard practice for Minecraft even though we have our personal preferences.

You can build on as much or as little of the map as you like. It just needs to be a little and then let your creativity expand from there.

Can we do time lapses with a filming mod aid then, or is that considered use of "third party content not available in vanilla"?

That's allowed. You're not adding content to the game. You're simply enhancing the presentation of what you built. Time lapses are awesome!

I think that should be supported. third party content not available in vanilla means modded content that other people would have to download just to play, so you should be good!
