  So, my brother (whose name shall not be said for the sake of privacy.) is Gay and I have no idea what to do because my mom is very (For lack of a better word) strict on his relationships, my dad is off doing hell knows what at a bar and I am in a damn wheelchair so I need advice on what to do to keep him safe from this God forsaken country these people call America.

  the best you can do is be accepting of him and his identity, even if his/your parents don’t like it, then don’t let that stop you from being accepting towards him. make sure that he has a person he can talk to if he needs to.
