you should check the game logs (you can turn this on in launcher settings). then, when you try and load the pack, it will tell you what the issue is

PMC isn’t owned by Microsoft at all. We do have spam bots but we don’t really know the source of these bots anyway, and around 95% of these bots are caught by our own ai detection methods and banned immediately.

Mojang are making these changes in order to be able to add completely custom, data-driven items. In the long run, it will be super easy to add fully custom items.
