I think it's because skeletons don't have a head overlay, which is why it only shows the base layer. I checked the PMC mob editor, and skeletons don't have an overlay for the head.

Yeah, it's missing on PMC but definitely works in game.

Huh, well I guess skeletons aren't supposed to have an overlay by default but definitely can have one in-game if it's in the file.
