The H-45 was ordered in 1938 as a research project between Livia and its allies. Due to the rapid development in atomic bombs and other weapons of mass destruction, the main goal was to build a ship that could withstand a nuclear strike. Livia also wanted one big battleship instead of many smaller ones because the nation thought that one large ship could be operated much easier and could also be used as a mobile fleet base. The vessel was also intented as a weapon platform, specifically for research and testing of the new 800mm turrets and the remote controlled, flying bombs. The H-45 could also be used as a massive weapon for deterrence. The Marine of Livia also wanted to know if the potential of a battleship would be unlocked if it would be sized up to the size of a 700,000t vessel.
The keel of the Kaiser was laid down in spring of 1939, as the war broke out, and the process of building the battleship lasted, as expected, nearly 6 years. It was built in the Livian navy shipyard in the city of Prichten and was kept secret until it was commissioned in the early winter months of 1945. The sea trials were successful and the ship behaved normally, a speed of 28 knots was reached. During the war, the Kaiser had only one major operation and that was the bombarding of the German north coast, were many of the remote controlled, flying bombs were successfully being used. The vessel itself never really saw combat action with another ship.
After the war the ship was laid up in the northern part of Livia, were the nation's marine base was. It was used as a stationary training platform for young soldiers because of the huge weapon arsenal the Kaiser had. Nevertheless the ship was still kept in the reserve fleet and also a refit was planned in 1948, but was soon to be cancelled in 1949 because of the building costs for that. In 1950 the Kaiser took part in a marine parade.
The battleship was scrapped in a fjord of Livia in 1955 because the nation needed steel and this ship was a good option for that. The scrapping was not completed until 1958.
