Does this work on 1.7.2 modded herobrine minecraft? I can make the shrine and I just want to know if it really is a thing for mods (because we all know he's not in vanilla).

The circuit basically a repeater powered by itself. Maybe some sort of chunk reload detector?

Alright here's how it works:
When herobrine is in the presense of a chunk he spawns buildins which have a 90 percent chance of interfering with the redstone circuit and causing the light to turn off.

How is this supposed to work? There's nothing on this map to detect mobs or anything
