Mesa Mountains Preset
Worked out in Minecraft 1.8.9.
This is my attempt to make something like an all mesa (Bryce) biome world by modifying the MC "Mountains Madness" preset. The resources are increased mildly also. The preset seems to work well for various seeds. After entering the preset below I had to make sure I set the biome on Page 1 of the Customization pages to Mesa or Mesa Plateau (note: if you set the biome to "Mesa Plateau F" you get many more trees and dirt covering your mountains) even though I tried to set that value in the preset.
Preset:
{"coordinateScale":738.41864,"heightScale":157.69133,"lowerLimitScale":1254.1643,"upperLimitScale":801.4267,"depthNoiseScaleX":374.93652,"depthNoiseScaleZ":288.65228,"depthNoiseScaleExponent":1.2092624,"mainNoiseScaleX":1355.9908,"mainNoiseScaleY":745.5343,"mainNoiseScaleZ":1183.464,"baseSize":1.1,"stretchY":9.5,"biomeDepthWeight":1.7553768,"biomeDepthOffset":3.4701107,"biomeScaleWeight":1.0,"biomeScaleOffset":2.535211,"seaLevel":63,"useCaves":true,"useDungeons":true,"dungeonChance":8,"useStrongholds":true,"useVillages":true,"useMineShafts":true,"useTemples":true,"useMonuments":true,"useRavines":true,"useWaterLakes":true,"waterLakeChance":4,"useLavaLakes":true,"lavaLakeChance":80,"useLavaOceans":false,"fixedBiome":39,"biomeSize":4,"riverSize":4,"dirtSize":33,"dirtCount":10,"dirtMinHeight":0,"dirtMaxHeight":256,"gravelSize":33,"gravelCount":8,"gravelMinHeight":0,"gravelMaxHeight":256,"graniteSize":33,"graniteCount":10,"graniteMinHeight":0,"graniteMaxHeight":80,"dioriteSize":33,"dioriteCount":10,"dioriteMinHeight":0,"dioriteMaxHeight":80,"andesiteSize":33,"andesiteCount":10,"andesiteMinHeight":0,"andesiteMaxHeight":80,"coalSize":18,"coalCount":25,"coalMinHeight":0,"coalMaxHeight":128,"ironSize":11,"ironCount":24,"ironMinHeight":0,"ironMaxHeight":64,"goldSize":10,"goldCount":10,"goldMinHeight":0,"goldMaxHeight":32,"redstoneSize":9,"redstoneCount":9,"redstoneMinHeight":0,"redstoneMaxHeight":16,"diamondSize":10,"diamondCount":5,"diamondMinHeight":0,"diamondMaxHeight":16,"lapisSize":9,"lapisCount":5,"lapisCenterHeight":16,"lapisSpread":16}
Smaller values for "baseSize" seem to generate more spindle like spires. If you want taller formations try decreasing the value of "stretchY."
Flaming Heads seed (2 shots): -7949337744766361092
Sunset shot seed: -4587288836010166253
Shot with baseSize set to 2.0 seed: 8647738818732752548

(though it did take some work to stop generating some truly "random" looking things...)
