Topper is the penguin that helped Kris Kringle get the presents to all the boys and girls of Burgermeister. This relates to the theme Santa's workshop because Topper helps Kris Kringle (Santa) throughout his journey becoming Santa Claus, in the movie Santa Claus is coming to town.
