This is a tusken raider from Star Wars. These creatures were a culture of nomadic, primitive sentients indigenous to Tatooine (The sand village from Star Wars), where they were often hostile to local settlers.
On Tatooine, the very air and sunlight are one's enemies, but the tusken raiders learned how to adapt themselves to these circumstances.
