(And some gui)

You use 32x32 or 64x64 blocs but your GUI Scale is 3x? Check your items in your inventory, and try this 48x48 pack.
(+3 items skin if optifine or any ctm mod: Netherite Pickaxe if it has Silk-Touch, Netherite Sword if it has Smite V or Sharpness V.)

Design of items based on "Accurate texture".
Design of arrows/campfires based on "Heroes II".

They look like real sprites! Is this to be pixel consistent with that GUI scale?

Yes, it is 48x48 to be consistent with GUI Scale 3x, because if a 32x32 pack is used in GUI 3x, the game does that :
  1. Reduce all the 32x32 textures to 16x16
  2. Resize the 16x16 textures to 48x48
And that's not good at all... People that have 10/10 or less (on their eyes) can check how the final result is, by taking a screenshot and zooming over the items in the hotbar.

The boats and the banner patterns especially make me think of that badly-cropped 3D render sprite which is what I'd imagine.

Banners (in inventory) are 3D rendered by the game, it is not 16x16 textures.
Boats are not 3D (in 1.19), the chest really out-stand in the original texture, that's why it also out-stand in the 48x48 one.
