RSS support for user uploads

RSS is a thing that not everyone uses, but it would be nice to see when a certain person uploads something.

It was something we discussed ages ago, but we're not sure how useful they are. RSS is one of those things that a minority use and swear by.

With a RSS reading installed, you could get notified without checking PMC.

I can see where the convenience lies with this - but this seems like something to put on the back burner. Mainly because I'd much rather have the new forums before Paril or Cyprezz implement something like this. :]
