accounts that do not post content and are inactive for a certain amount of years should have their username revoked

what im saying is that accounts that havent posted any content and have been inactive for a while should have their username aviailable to others

it was inspired by this comment

As far as I know we don't have plans to automatically purge or free up usernames that are parked in this way. However, if an account has sat inactive for a long period of time and never posted content we will free up the username upon request either by making a ticket or DMing a site moderator.
