PMC texture pack creator/texture editor

I'd like to suggest a texture pack creator/texture editor, similar to the player and mob skin editor. I'm unable to use programs such as Photoshop to create my textures, but I can't find another program or website that has tools like PMC.

I'd love to see it, but it may increase number of low-effort packs.

You could try using Nova Skin or the Tynker app’s texture editor, but tynker has not updated it’s collection in a long time

I used Nova for a while, but it doesn't have the tools I'm looking for. The first thing I look for is a noise tool, like what PMC has on it skin editor
