On PMC, I see a lot of resource packs that are tweak-type packs, and I even make them myself. These tweak packs often change some part about vanilla, and often only change a handful of textures to do so. Thing is, PMC's rules technically go against changing only a few textures, yet these packs still stand. To make more sense of this, tweak-type packs could be made into their own category, similar to how PvP packs got their own category a while back as well.
