Giving Levels More Use(Conest Rank Filter)

I'm pretty sure you're all familiar with levels...
Levels are a "big thing" to this website, but what use do they do other than giving you more classes and changing your rank? Nothing really, they just symbolize how much experience you have and can be fun to boast about(Please don't be a jerk about it though). Don't get me wrong, levels are fun and this site wouldn't be the same without them, so giving this Feature Request ticket type a meaning here is a feature for levels I'd like to propose.
A Potential use that might suck but then again this is just an idea...
Contest Rank Filter
Contests, win first or be a finalist and get recognized, in order to do that make something good. Simple right? Easier said than done, contests are very difficult to win. Make decent skins? Too bad, you're skills are now equivalent to a potato. Decent mapping and building skills? You might as well try and thread a needle with a sausage going against these guys. And those winners are usually gods when it comes to their skills, with levels often over 50+. It's really difficult to get recognition with these guys, so here's how this works:
Every skin is judged, and the winners from these levels will be separated in a table:
1-19(A Group)20-39(B Group)40-59(C Group)60-79(D Group)80-99+(F Group)
There can still be the overall winners with the best entries, but this is just an idea so that people with less experience can get more recognition.
Overall...
I'm not just posting this for selfish reasons, I've even entered in skin contests and lost(Feel free to look at my entries, but be warned, they suck). The whole reason of this post is to give people with lower levels and less experience the same amount of recognition than these top notch creators with a lot more experience. I don't hate these people, in fact I love their creations, especially the project ones, some of those are jaw-dropping amazing, I just think that they shouldn't always be the only ones noticed for their work.

With that, I hope this can help the community a little bit.

I have to say, I think the idea of having different tiers for different levels is interesting.. unfortunately levels don't really mean much in the end since a high level skinner can easily just draft their stuff, or having somebody moved to a super high tier just because one of their skins got super popular might be seen as unfair.

I do think that past winners should probably be docked a little bit by the system so that we encourage new talent, but it's hard to do so while being unbiased as well.

Yeah I've thought about that to, it's like those pesky "smurfs" in CS:GO. But there are judges to actually look at the skins and the profiles who submitted them. This may be a solution to that; Maybe people should have 10 or 20 levels plus to enter? So it'll be difficult.

Oh no, the winners of contests are people who are good at what they do!

As an actual counter argument instead of silly sarcasm: Some highly skilled people decide to start fresh every now and then, which will completely mess up a group system like you suggested. I don't mind a tier system, but I don't see how it can be implemented well.
