Instead of asking to join then an admin sending a join invitation, why not just send a request with a message? I think it would make expanding a group easier. If someone was harassing by sending a request as soon as they get declined because they want to join, a feature to stop that would be to have to wait 15 days after being declined by a group. During those 15 days, an admin can send a join invite though.
