Something I've noticed on PMC is that there's only one common interest: Minecraft. And though that's great, a lot of people are able to bond over other things besides the game we know and love. That's why I think we should have clubs. Here's how it will work:

A single user applies for a club, and this member must have at least 100 forum posts and 45 personal posts. PMC staff can accept or decline the request. If accepted, the player will earn a badge that says "<club name>: Owner" and from there, they can advertise their club in chat just like a project. Owners are required to state the rules of the club on their club page and are required to include them when applying for a club. Users can join the club without applying (this is to prevent discrimination, and some clubs can be invite-only (invite only clubs must specify they are invite-only in their club application). If club members are found to be breaking the rules they can be kicked, and rejoin the club after three days of being kicked. Owners kicking people for no reason will likely be reported using the report button and they'll have their club taken away. Clubs have their own chat room where members can chat.

The way you suggested it should be executed has some flaws, but I like the idea. It's very simular to a previoua suggestion for groups pages though, just a bit broader.

Mostly the way clubs are managed. I think a member that has reached some kind of achievement needs to be able to start their own group (For example, you need at least 50 posts on the site / forum to be able to start your own group). That person can then invite people into the group, with of course some limitation on the number of invites you can send.

Moderators really won't have the time to accept / deny every single person who wants to start a group, so your suggestion to let them do that wouldn't work in my opinion.

Also, no group joining without an invitation unless the owner of the group has allowed this in the group settings. Some groups will be "official" build teams and we don't want random people joining that group.

Third point, owners should be able to kick whoever they want. This sounds a bit unfair, but it's not something that is pretty close to impossible to moderate. If a person is kicked from a group for unfair reasons it would mean the owner of that group isn't really a kind person. So why would the person even want back into a group from such a mean owner? Groups with owners like that will die out them self.

Of course moderators should still prevent actual harassment within and between groups.
