Updated Chat System

Update chat system to something similar to browsedns.net's chat system. That includes Gifs, Emojis (using commands such as :skull:), custom private chat rooms (with the ability to add people and remove people and give owner abilities), a better ui (example below), and overall easier to use. If you would like the code or examples, contact @vgmoose, he could potentially give ideas or code
