Deleting Update Logs

When people bump their submissions, but realize it's breaking the rules, they could delete an update log and bring it back down to it's original position.

Eventually we do want to overhaul update logs and remove the potential for Update Log Abuse so that we don't have to moderate it any more.

Site needs a way to log bumps that already occured that day even when a log is removed and it'd be helpful to still be able to access deleted logs for moderation reasons. Maybe "deleting" a lot should send it to a sort of archive, kind of like how deleted submissions are currently treated rather than just being gone.
