I feel like drafts shouldn't have all the requirements like proper submissions. If I want to save a draft, I don't always have a picture or the download link ready for the submission, same goes for the ip connection and banner on specific server submissions.
Maybe only requiring a specific amount of words to prevent spam drafts would be more appropriate.
I would, in fact, say, no draft requirements at all! Save whatever you want to save as a draft, don't be forced to fill out the requirements before saving.
Seems fair to me. If it's not public, it doesn't necessarily need to fulfill the requirements, being a work in progress. Though, personally, I'd just work on something offline, and have it all uploaded at once when complete.
