A LOT of servers out there could really use some improvements. Here are some ideas I've come up with:
#5. An Online Presence
Every server needs to attract new people. Having an account on PMC, as well as an independent website for the server can really boost your servers 'professional' appearance. People will look at your server more, and your members will have a place to brag and settle arguments, as well as connect with friends.
#4. A Good Community
Nobody will like your server if everybody on it is a jerk! Keep players reigned in, and don't allow people to bully other players. Your server will be a lot happier and more popular if everyone is nicer.
#3. Good Plugins
Playing on a vanilla server is fun, but having features such as factions and kdr leaderboards really makes your server work. Owners should always keep in mind that its okay to experiment with new plugins, and that the community is always coming up with new things that improve smp.
#2. Good Admins/Mods
I don't think anybody likes abusive mods/admins. Owners need to monitor their admins and mods to make sure that they are doing a good job. Remember, these people are representing YOUR server. Don't promote people to moderator because they beg. Promote only people that you trust.

That's right! Showing that you care about your server and the people who play on your server is the best thing you can do. Servers die off very quickly when they are neglected by owners and admins. Even if you only get on for a few minutes to say hello, it makes a difference! People like to feel appreciated, so don't be afraid to tell players that you are glad that they play on your server!
When it comes down to it, there really isn't a 'golden rule' for having a good server. However, if you have these 5 things, you server is going to do just fine. Good luck!
