Don't complain if you don't like just leave it alone.
STEP 1:
Make it whitelisted so no one easily enters because they might hack.
STEP 2:
Get some architects, not an apprentice architect. A skilled ones.
STEP 3:
Add some plugins, find at bukkit.org
STEP 4:
Build the spawn, or whatever you need to add on it.
STEP 5:
Go to your server folder
& check the server.properties
Add some changes on it.
STEP 6:
If you don't want cracked players do this : online-mode = true. If you want cracked players to play : online-mode = false.
STEP 7:
Turn of the whitelist, get staff.
STEP 8:
Keep advertising.
And that's all you need to know.

Also state its a rough guide as its not the easiest or most efficient way to do it
Also list essential plugins like essentials, tp, warps and so on.

THE OFFLINE MODE: TRUE
AND IF PREMIUM OFFLINE MODE: FALSE
