I used to co-own LumarCraft, one of the most popular tekkit raiding servers (until it shut down, that is), and I'd like to share some tips to you aspiring staff members to show you've got what it takes!
Tip one - Format:
Formatting an application really shouldn't be that difficult. Here's what a basic staff application should look like:
Those are the extreme barebones of the information you should include on your staff application.
Tip two - Don't BS:
Probably the biggest thing I can say on here. Server owners tend to have a thing for finding out if what you're saying on your application is false. If they find what you're saying is false, your chances of being staff are zero. Instead of saying a bunch of crap, just be honest! It goes a longer way then one might think. Think about it this way: Everyone, at some point, had no experience as a staff member, but they were able to present themselves in such a way that the owner wanted to put them through training and teach them! Everything is about first impressions when it comes to staff, and honesty is a big one.
Tip three - Don't spam:
One of the most annoying things about running servers is having a bunch of people messaging you saying that they submitted a staff application, over and over again. It's fine if you do it once, but continuous use of this "tactic" will make them get really annoyed with you and deny you on the spot. Instead of spamming them, or repeatedly reminding them, just let them know kindly once that you have submitted your staff application.
Tip four - Application detail:
This is another big one! Go into good enough detail that they can answer most questions they'd want to ask you just by reading your application, but don't make it 20 pages long. You want to leave some blanks in less important areas, so they'll get more curious and come to you, instead of you always going to them. You want to provide good, clear, quality details about everything on your application.
Tip five - Grammar and spelling:
When submitting your application, treat it like a resume! Make sure all your grammar and spelling is correct. This will show you're taking time and some amount of effort to make an impression. It shows you're willing to be professional about the topic, which any good server owner will notice.

If i see a member being helpful or friendly a lot i will usually request the member to add me on skype. If after a few days the member continues to help and act responsibly, i will give him trusted (/mute, /fly, /kick). If he does well with those commands and uses them fairly, As well as helps out with server building, moderation, and administration, Then i will promote the user to staff after about a week.
If i do not have any more room for staff i will wait until one of my current staff leave or until my playercount rises, And will then promote him.
If a staff member is very active, has been staff for at least 2 weeks, and shows promise in coming up with ideas, features, and coordinating the server, i will promote them to admin.
I agree that it is usually whatever is best for you.
