All it takes is 3 bones within 50 blocks of eachother, they'll find eachother.
They always spawn a bow-less skeleton, where would they get the bow from... we're being realistic here, which is of course why it takes only 3 bones to form a skeleton consisting of ~ 206 bones.

Now if performed in a nether biome, a wither skeleton will respawn instead.
