In the original mob vote pitch for glow squids, they were shown to have hypnotizing powers, I tried to recreate this in a datapack.
Get close enough to them and look at them and they'll slow you down, stop you from looking away and will slowly drag you towards them, it's fairly easy to break out, but it could cause you to drown, or stop you fighting other mobs.
Only works if you're both underwater and within 10 blocks of each other, for balancing reasons i guess.
