In this datapack you can RIDE Axolotls.

How To Use This Datapack.
To use this datapack what you have to do is type the command "/function passive:axolotl" than a axolotl will spawn. To make the axolotl move. Attach a lead to the axolotl and enter the minecart. Now you can ride the axolotl underwater and on land!

Minecraft, But you can ride GOATS
