Finally got around to sharing this datapack that I put together a little while back! I made it in 1.16 but it should still work fine in 1.17.
This datapack makes it so that when a Phantom spawns there is a 30% chance that it will get a skeleton rider. I think it's fun and adds to the game, so give it a try and let me know if you find any issues with it!

I used code from NinjaSnail1080 to figure out how to bring this idea to life- Here's their Wither Jockeys datapack:

Found two minor issues with the code and fixed them, as well as cleaned up the file structure and naming a bit to make it clearer.

Bugs fixed:
- Checked tag was being put on the skeletons instead of the phantoms when a Jockey would spawn resulting in extra skeletons sometimes spawning and falling out of the sky.
- There was a bit of unused and unneeded code that I removed.
