Update: Made a few color and texture modifications to make it more block-accurate. The original's color scheme was solely based on what I thought the colors were vs what they actually are. Hopefully with this new pallette creepers will meld into the scenery all the better.

cool, but cruel
to make a skin change via biome you would need Optifine.
first step, make this be something in your resource pack minecraft\optifine\random\creeper.
then, name your creeper skin "creeper2".
finally, make a file called "creeper.properties" and type "skins.2=2 biomes.2=[all the plains biomes spaced out]" then "skins.3=1 biomes.3=[every other biome]".
