I mean, I guess that could work, but the only problem I have with that is that "youkai" (or "yōkai", if you prefer) is actually a term for a lot of weird and wonderful things, and not all of those things are ghosts.

If you want to go specifically for ghosts, then things like "Yūrei", "Bōrei" and "Shiryō" would be more appropriate. However, even though "Ikiryō" are said to be the spirits of the living, they are still spirits and could probably still count.
