This is intentional. I figured members viewing their own analytics are more focused on viewing them. You'll also notice that in analytics sub pages, full page view of the widgets, that your profile banner is removed for the same reason. I think it's a better experience to keep the analytics as close to the top of the page as possible to limit the amount of scrolling required to view them when your bouncing around different charts and time frames.
Content Analytics Page Automatically Uses Compact Header
The compact header can be toggled off while viewing the Content Analytics Page, but this change is not saved and the page will revert to the compact header upon leaving the page and coming back, or upon refreshing the page.
This does not seem to affect the Profile Analytics Page.
