Add *.gif support for the "images & video" gallery of a submission

Just as the title states, I like to have support for *gif files in the ¨images & video¨ section of uploading a submissions.

I do propose some restrictions on it:
1). Not allowed to be the first image, thus no flashing images while browsing through submissions.
2). Only 1 on a submission, to keep things clean.

WHY?
A)
Most people don't look or scroll through the description part of a submission. In these regions a *.gif file needs to be currently inserted. Thus lowers the chance to be seen. I do not think it's a lot but every bit helps.
B)
Another aspect is that it does consume quite some description space. This can range from ~15% till ~50% of the whole description. I do acknowledge it can live/brighten up the description. Yes, you can put it into a spoiler but the chances will go up high that it will be overlooked.
C)
*.gif files can easily be under the 5MB which is the current maximum per image file. Thus it doesn't necessarily cost more bandwidth for PMC. I do not know to which size PMC reduces normal images and if the *.gif files can equally reduced towards that size.
D)
Making the showcasing possibilities native to PMC even better & more accessible for members. Such as members with parental restrictions on making accounts or blocked sites.
