  Initially part of the Overskip data pack, Nether Weather is an addition to Minecraft that aims to make the Nether feel more like a real place by introducing 3 new weather types to it. You will now encounter lavafalls, storms and heatblasts (which replace storms in the Nether Wastes) that correspond to Overworld weather events.

  The lavafalls can set entities on fire, the storms can freeze them and heatblasts make almost any block as hot as a Magma Block. These weather events not only greatly impact the gameplay and make the Nether more exciting and deadly, but also provide more atmosphere to the dimension with sounds and particles.

Fixes:
  1. Mobs with something equipped in the body slot no longer take damage from lavafalls/storms;
  2. Mobs with Leather Horse Armor equipped in the body slot are no longer affected by storms.

history
I have a small problem: when I use it on a server with PaperMC.the weather doesn't generate in the Nether. What could be the reason?

Is there a way to make it so that it only affects players, and not other mobs?

Yeah it should work with it, but the biomes from it aren't coded into this data pack. So storms and heatblasts likely won't be happening in places where they would make sense.
